What form does the process take?
Authorised agencies can put forward the names of individuals either known to them or suggested to them by reliable and trustworthy organisations they are in contact with for selection under the programme. It is not possible for individuals to put themselves forward for the programme.
The procedure is as follows:
The authorised agency takes note of an individual case that meets the criteria of the federal admission programme. The plausibility of the case is assessed by the authorised agency or the civil society coordination office. Following a positive plausibility check, the case is entered into the German Government’s IT application by the aforementioned stakeholders. The person(s) is/are in Afghanistan at this time.
The German Government carries out regular selection rounds on the basis of the selection criteria specified in the admission directive. The selection is made from the available names of individuals put forward at this time. Names of individuals put forward that are not selected will remain in the data pool for future selection rounds.
A service provider of the German Government will contact the persons selected individually and request any missing documents. If the requirements have been met and all documents have been submitted, the German Government will decide whether to grant approval for admission.
In the event that approval for admission is granted, the service provider will inform the persons concerned of this decision and also provide information on how to proceed when leaving the country. The approval for admission granted is subject to visa procedures and any security concerns. Visa procedures and security checks are currently carried out exclusively in Pakistan at the German Embassy in Islamabad. During their stay in Pakistan, the persons to be admitted are supported, for example, with accommodation options. Afghans who leave Afghanistan without prior consultation with the service provider cannot, as a rule, receive assistance from the service provider during transit through Pakistan.
Once the exit procedure has been successfully completed, entry into Germany is organised by the German Government. Integration is supported by the German Government, the Länder, local authorities and private and public institutions offering integration measures.
