Authorised agencies are designated by the German Government. The prerequisite is that the agency has specific knowledge of those eligible for admission as well as about conditions in Afghanistan.

Civil-society organisations are suited to function as authorised agencies if they worked together with the Federal Foreign Office on the evacuations from Afghanistan in August 2021 or on the ongoing admissions from Afghanistan or received funding between 2013 and 2021 from the budget of the Federal Ministry for Economic Cooperation and Development to implement civil-society projects. A coordinating office of the civil-society organisations (funded by the Federal Ministry of the Interior) will coordinate and support this process.
