What is the relationship between the federal admission for Afghanistan and the admission programmes of the Länder (federal states)?
The admission programmes of the Länder can be implemented in parallel to a federal programme. In accordance with section 23 (1) of the Residence Act and in agreement with the Federal Ministry of the Interior and Community (BMI), such programmes can be ordered by the highest Land authority for reasons of international law or on humanitarian grounds. The BMI has formally agreed to the admission programmes of the Free State of Thuringia, Land Berlin, Land Hesse and the Free Hanseatic City of Bremen. For further information on these admission programmes, please refer to the websites of the respective Länder. In particular, Land admission programmes for Afghan nationals with relatives in Germany can complement the federal admission programme for Afghanistan and make a key contribution towards providing protection for Afghan nationals. One condition, however, is that the relatives of these persons or third parties are prepared to finance their stay in Germany. A written declaration of commitment (Verpflichtungserklärung) must be submitted as proof.
