The programme differs from the previous federal admission programme in significant ways. Established structures, for example support from international organisations (IOM, UNHCR) in the pre-selection of persons on the ground in Afghanistan, do not exist.

It is therefore especially difficult to identify persons eligible for admission to Germany under the programme. The German Government relies on the expertise of entities which were active in Afghanistan or have excellent knowledge of the groups eligible for admission. These include civil-society organisations. It is therefore envisaged that persons can be nominated by authorised agencies under this process.
